This policy paper discusses European Emissions Trading System, its development and extension. It covers the principle of “cap and trade”, which ensures reduction of the emissions in the EU. The paper also discusses main legislative provisions setting the framework for emissions trade in the EU. The paper includes description of the process aimed to develop an emissions trading system in Ukraine, in particular key legislative instruments and new draft legal acts. It offers recommendations for introducing an emissions trading system in Ukraine. Available in Ukrainian only.
